Scope

Organization: Assisted Living and Social Services The Province is seeking contracted services (Contractor) to undertake the Home and Community Care (HCC) program review. The Contractor will apply a rigorous methodology informed by evidence, leading practices, and meaningful engagement with the Ministry of Assisted Living and Social Services (ALSS), Assisted Living Alberta (ALA) and stakeholders, where appropriate. The primary objective of the HCC Program Review is to provide the Province with an evidence-based assessment of Alberta's HCC program to determine whether it has effective oversight and accountability mechanisms, is achieving its intended outcomes, and is delivering services efficiently and effectively while generating appropriate value for public investment. The review will culminate with the development of a transformation roadmap to guide future policy, operational, governance, funding, contracting, performance measurement, and implementation decisions for HCC in Alberta.
