Scope

Organization: Ministry of Mental Health and Addiction The Ministry of Mental Health and Addiction (MHA), in partnership with Technology and Innovation (T&I), is establishing a provincial approach to measuring recovery capital across Alberta’s recovery-oriented system of care. As part of this initiative, a Recovery Capital Index (RCI) digital solution is being developed to serve as the standardized outcomes measurement platform across publicly funded, bed-based addiction treatment services and facilities. To support this work, a specialized partner is being engaged with demonstrated expertise in recovery capital assessment and recovery-oriented treatment planning methodologies. The successful Proponent will provide access to an established, evidence-informed methodology, along with the associated intellectual property rights and enterprise-wide licensing required for provincial implementation. Internal T&I teams will be responsible for developing, operating, and maintaining the digital solution and underlying health information environment. The Proponent will provide ongoing methodology expertise, implementation guidance, and advisory support to inform enhancements, future expansion across the continuum of care, and the continued evolution of recovery capital measurement and treatment planning in Alberta. The objective of this initiative is to establish a standardized, scalable approach to recovery capital assessment and integrated treatment planning aligned with Alberta’s digital health architecture. To achieve this, the proponent will deploy an evidence-informed recovery capital assessment methodology that integrates seamlessly with individualized treatment planning workflows. The proponent will provide expert implementation consulting to operationalize the tool across the Alberta Recovery Model, ensuring strict privacy compliance, interoperability, and provincial data stewardship.
