A1: Yes, the requirement for sequential numbering is mandatory. All other information remains the same *** SCOPE This Invitation to Tender (ITT) is to establish an Estimated Quantity contract for the printing and delivery of Motor Vehicle Inspection Stickers on an as and when required basis on behalf of the Department of Justice and Public Safety - Motor Vehicle Branch. This contract will be for an initial three (3) year term, from November 1, 2026, to October 31, 2029, with the option to renew for an additional six (6) one (1) year terms upon written agreement by both parties. OPTION YEAR PRICING Pricing will be subject to negotiation of a satisfactory contract price not to exceed the tendered price plus any published increase in the New Brunswick Consumer Price Index (CPI). If a mutually agreed upon price cannot be reached GNB reserves the right to re-tender, re-award or delete the item(s) in question. SPECIFICATIONS Please refer to the Item Descriptions below and the associated documentation attached. PRINTING REQUIREMENTS Actual Size: 2.125"W x 2.5"H (with perf). Font: Myriad Pro. Screen print black, see contract specification document for color. Stickers are to be kiss cut & have rounded corners. Security feature is to be visible by black light. Perforation on the exterior of sticker on each side. Packaging: 10/set, 10 sets/bundle, 5 bundles/box, 10 boxes/case (5000 each/case). Packaging is required as specified or shipment will be returned to the vendor, at their expense for repackaging. Quality assurance checks on case contents and sequential numbering used is expected. No changes to cover. The Docket number is to appear on the cover of each book. See attachments (sticker samples, Specifications for various Motor vehicle Inspection Programs Stickers and Schedule A- Supplementary Specifications for Motor vehicle Inspection Programs Stickers) NOTE: The background is colored other than the bottom portion where the sticker number is and the border around the complete sticker is transparent. Proof sent to Alan Killam at Alan.Killam@gnb.ca for approval prior to printing. OVERRUNS WILL NOT BE ACCEPTED. MISSING NUMBERS MUST BE INDICATED ON PACKING SLIPS. DEFECTIVE/DAMAGED PRODUCTS Defective products will be returned to the supplier at no cost, including freight charges, to the Client(s). The bidder must accept, and process all claims within seven (7) business days of claim submission by Client for all items reported as damaged, defective, not received or otherwise returned to the Supplier in the manner in which the payment was received. SUBMITTALS Bidders should provide specifications / product information for the adhesive, material, safety features, type of color ink, with their bid submission. Bidders should also submit the completed Appendix A - Mandatory Requirements with their bid submission. ESTIMATED QUANTITY Quantities stated are an estimate made in good faith for bidding purposes and may vary considerably. The Province of N.B. reserves the right to purchase more or a lesser amount depending on requirements. DELIVERY Upon receiving an official release against this contract, the goods should be delivered within 90 days. TERMINATION OF CONTRACT If anytime during the contract, the Bidder is not in compliance with the contract requirements with regards to the inspection stickers being durable and withstanding normal usage for the required period of time or due to quality control or expected delivery, the Province of New Brunswick reserves the right to cancel the contract after notifying the bidder of the non-compliance. If the contract has been terminated, the Department shall pay to the Supplier such amounts as are properly attributable to the work performed or costs or financial commitments incurred prior to the date of termination which cannot otherwise be avoided. All work authorized by this contract prior to the effective date of termination shall be completed by the Supplier as if this contract was still in full force. CONTRACT AWARD CRITERIA This contract will be awarded to the lowest compliant bid that meets or exceeds to specifications and requirements listed in this Invitation to Tender document and attachements. Bidder(s) should demonstrate any additional security features that exceed the requirements detailed in the specifications and Appendix A. If awarded the Department of Justice and Public Safety - Motor Vehicle Branch reserves the right to include any enhanced features to the contract. Bidders are requested to bid on all items to be considered compliant for award. SAMPLES Prior to contact award, the compliant bidder will be contacted and required to provide samples of the proposed completed Blue and Rejection stickers, as well as a color samples of the Red, Silver, Purple and Green, of the product to Motor Vehicle Branch within 7 - 10 days, for evaluation to assess compliance for that specific supplier based on the submitted samples and only proceed to the next bidder if the first does not meet the required standard. The samples shall be the same product submitted in their bid submission. REFERENCES Prior to contract award, the Department of Justice and Public Safety may consult with other owners, as well as other departments and agencies of the Province of New Brunswick and other external jurisdictions, to collect information about the Bidder's previous product performance over the preceding five (5) years. The Bidder's bidding submission shall be disqualified if the results of the aforementioned consultations are unsatisfactory to the Department in its sole and absolute discretion. Upon contract award the successful bidder must submit a letter signed by an officer of each company which is to supply the adhesive and the sticker materials required, specifying the date by which that supplier certifies that those materials shall be in the possession of the bidder. HOW TO SUBMIT PRICING Bidders are invited to submit their UNIT PRICE--the price for a single product within the Tender Item--under the 'Unit Price Including Discount' column. Bidders should then multiply their unit price by the 'Quantity/Unit' to calculate the 'Extended Price'. The 'Unit Price Including Discount' and 'Extended Price' column directly on this Invitation to Tender. The "Total including all charges" should not include taxes. Unit Price MUST include Bonded Shipping/Delivery charges. All Unit Prices are to be reflected in the landed cost which may also include any testing and delivery of testing of materials, delivery of samples, etc. BIDDER QUESTIONS All inquiries should be received seven (7) calendar days prior to the closing date; any inquiries received less than seven (7) calendar days prior to the closing date cannot be guaranteed a response.
