Scope

Organization: Town of Whitecourt Located 170km northeast of Edmonton on Highway 43, via Highway 16, Whitecourt serves as the largest urban centre between Edmonton and Grande Prairie. The Town of Whitecourt hosts a population of approximately 15,000, which includes residents from the immediately adjacent county. The Town of Whitecourt provides a diverse range of services that are essential to our community’s wellbeing and quality of life. The Town considers employees one of the most valuable assets and values their contribution to the Town’s success and ability to provide those services. The Town of Whitecourt, (hereinafter referred to as the Town) is inviting qualified consulting firms to submit proposals to conduct an employee compensation review. The Town has approximately 235 employees performing about 116 positions that provide the community with a wide range of municipal services that includes administration, finance, public works, recreation, water, wastewater and waste utilities. As per the Employee Policy Manual, a survey of overall salary grids and other areas of compensation such as benefits are completed every three years, or as required to ensure that the Town provide a competitive compensation plan for similar work in like municipalities. A Compensation Committee will be formed comprised of staff members from each department to assist in the selection of comparable municipalities and positions, development of survey questions for benefits and review of the draft report recommendations. The Town is a non-union environment. Submission: RFP submissions including a signed copy of the certification form attached to the RFP shall be enclosed in a sealed envelope or in PDF format via email to judybarney@whitecourt.ca marked with the project name the RFP number. The submission must be delivered to the Town prior to closing in order to be considered a valid submission.
